Layout suddenly can’t arrange layers
The Bring to Front, Bring Forward, Send Backward, and Send to Back commands only affect content on a single layer. Those commands have never arranged the layers in LayOut. To do that you drag the layers up or down in the Layers panel.
Are you still using SketchUp/LayOut 2024?
I mean that the commands are not working on the individual layers I am attempting to arrange. I click on the large image I inserted to send it behind the rectangle layer and nothing happens. Same if I click on the rectangle and hit send to front, nothing happens. This just exacerbates the issue with not being able to update image references.
So now instead of just clicking update image, I release clipping mask, delete the image I want to change, insert the new image and until today I could send the image to the back and re create the clipping mask, so it would not be in front of the text.
This is a presentation template I just want to change out the pictures and product descriptions and was working just fabulously until the latest update.
I am switching my template to Affinity Publisher, just means recreating the document.

Or at least please post a screen shot of the layers panel while you click on each object you are having trouble with (one at a time).
Also, does the rectangle have a fill?

Interesting, before I import a new picture the arrange commands work.
The image is on the Cover Page layer. The tan image and the black line rectangle are on a lower layer in the stack. As I said, the Arrange commands only work if those items are on the same layer.

Assuming you want to arrange the rectangle and the blue image… you have them on separate layers. No amount of moving to front or back will change where they are in relation to one another because the layer for the blue image is ‘Cover Page’ and the layer for the rectangle is model view.
In order for you to move things around in relation to one another with the commands in your first post they need to be on the same layer.
It should work with these two items… they are on the same layer - note the little blue box next to the layer name - it shows you what is selected and what layer it is on.
