Simple question but I don’t have an answer, so it’s difficult for me.
Is it possible to “pan” a layout view with a precise measurement?
I usually do this by stretching the view window and placing the view in that location…
Are you referring to panning within a viewport? If so, no, there isn’t. I would recommend not modifying the camera in the viewport anyway. Set up a scene in SketchUp to show the model as you need to see it in the viewport. Drag the edges of the viewport in LayOut if needed to crop the view but don’t click into the viewport and move the camera. Moving the camera or otherwise modifying the Camera properties for the viewport can lead to a ton of repair work for you, especially if you add dimensions and labels that are attached to the model in the viewport.
