Is it possible to specify the radius of a polygon in terms of a circle that would fit inside the polygon in layout?
This is known as a circumscribed polygon
Not currently. It can be done in SketchUp, though. Maybe it would make a good feature request.

Personally I’ve always been mystified that the tools in layout don’t behave the same as the ones in Sketchup.

I agree that this would be a good feature request. Of course, we will need to rank it with all of the other features we want to add, and bugs we need to fix.
