How To Reduce Size Of Complex Polygon Faces

Hello,

How do you reduce the size of complex polygon faces? I have an object I’m trying to 3D print but with exact dimensions the two objects don’t fit together. I can get perfect circles and and squares but not rectangles with odd numbers and fancy images like the one below. Is there an easy solution? I’ve tried scaling but that does not seem to work.

I would recommend using Offset, rather than scale.
