How to move object

Hi, can you help me. Is there any way how to avoid to move object below ground. To not move object below green and red axes? I cannot estimate where is the border and want to draw exactly on the ground. And second thing: how to move object precisely, for example 1mm to the right? Thank you for help a lot.

Select Top View and draw a large Rectangle. If the object intersects the face, it is below ground.

Select the object, select the Move Tool. Left Click and tap right arrow key. Move any distance in the x direction then keyin 1mm and press Enter
