What are the rest of the setting set to? Can you share a screenshot?

Force display of 0" does work. It is designed to be used with Architectural units only.

I wonder what it is you expect it to do. Perhaps you aren’t reading it correctly? It says “Force display of zero inches.” It clearly wouldn’t be appropriate with your choice of millimeters.
