I just noticed that if you copy anything from a different file inside a different Layout file, the documentation setup will disappear, and you will only see page setup. Is this an issue, or has the feature been moved to another place?

It’s not missing. It’s been moved. Document Setup is now found in the Window menu as is Preferences on Windows. This is to bring the LO interface more in line with SketchUp based on many user requests.
