It is a setting which is saved in a .json file in the (local?) AppData:
C:\Users*USERNAME*\AppData\Roaming\SketchUp\SketchUp 2019\SketchUp\SharedPreferences.json
In the “Preferences”: {} area, set it to false:
“CheckForUpdates”: false
I do not know for Enscape, though.
