Difficulty Creating Cylinder to Intersect another at 45 degrees

On the image below. I have a 6" vertical cyclinder on the blue axis.
At 20’ I have a line extending 4’ out from the centre of the cylinder at 45 degress.
I would like to substitute this line with a 6" cyclinder to follow that 45 degrees.

Normally I place a circle at the end point, set the radius and use the pull/push tool. But I can’t get it to follow the 45 degrtee angle. I seem to be only able to place it on an axis or perpendicular to the edge.

Clearly you can tell I’ve very new to SketchUp.
