Hi, I am new to sketch up.
I have completed my drawing, however it is outside of A3 margins. I want to reduce the drawing to fit within these margins but not actually change any of the dimensions.
Is this possible?

If you’re using the pro version just send the model to layout and change the scale to one that fits on an A3 paper.
I’ve never used the web version and I’m not sure if the scale printing is available there, it was recently removed from the desktop version with the latest update.
What version of SketchUp are you actually using? If you are using SketchUp Free (web) which your profile implies you can zoom back from your model so more of it will show.
