Creating slope to platform

Hi all,

Im wondering if anyone is able to give me some advice. Image attached.

I am attempting to create a surface between the rim of the top circle and the edge of the rectangle beneath. This is to essentially create a smooth slope or fall from the top platform.

Any help is really appreciated,
