If you are only working on one machine you should be able to have 2023 and 2025 working.
You may have to sign out of each and deactivate them from the Trimble user control panel. You can Google for the instructions.
yes, a couple rounds of signing out got me there eventually.
i think the main problem was i had a minimized window of 2025 still open in the background.

No, you can do this with LayOut. The OP is right, only one instance of LayOut can be opened at a time.
wtth SU 2025 open, Layout 2023 won’t run, at least on my machine. I don’t feel like dealing with the runaround of deactivating / reactivating that will result, so I am not going to try it again right now, I have too much work to do. I’ll be back to gripe about in in a month or two, next time I get called on to juggle backsaves for a guy who is stuck on 2021 and it once again goes poorly.

On Windows only one LayOut can be open. Attempting to open another instance fails silently.
with SU 2025 open, LO 2023 will NOT open, “you have exceeded your allowed activations”
this will then persist even after closing SU 2025 and the only way to make 2023 work is to waste a bunch of time on activations page
at this time, unclear to me if once i deactivate reactivate etc etc, if it would behave when i don’t accidentally try both at once
2024 will open OK without such shenanigans. and seems to include the backsave feature i need the older version for - so i guess at least i don’t have any need to use 2023 (i was thinking '24 was like '25 with the back-saving functionality removed)
and with that plugin, no need for 23 nor 24 to back-save
LO25 still has the back-save feature.
