Is Sketchup in conformance with AIA CAD Layer Guidelines?
There’s no reason you can’t use the CAD Layer Guidelines to name layers in SketchUp. Just keep in mind that layers in SketchUp aren’t used the same way as they are in other programs.
Piggybacking on @DaveR’s comment…all raw geometry should reside on Layer 0, so if you intend to conform to AIA CAD Layer Guidelines, it is better to convert items to components and place these on appropriately named layers.
