Alvin, SketchUp 2016 has started the overhaul of GUI elements for High DPI (4k) displays. It includes SVG/PDF vector icons and tool cursors that can be scaled for high resolution displays.
More work is being done on Hi-DPI aware features for future releases.
So, you’ll really want to use SketchUp 2016 and higher for 4K displays.
